I don't think it is viable to have Rails on IIS in a shared hosting environment. You need to much access rights (ex. registry) to set it up, and it is not mature enough to have it hosted.

I would recommend a RoR hosting package on Unix if you want a shared solution. Or try a Virtual Private Server (VPS) on Windows so you have full control over you server. I've noticed prices of VPS on windows are dropping. Not sure about performance though ;-)
